Opa Policy Deployment Error- Failed to shutdown server gracefully

Issue

Opa Policy Deployment suddenly causes the Spinnaker UI to fail even though there is no change in the deployment configuration. In addition the Spinnaker UI cannot be accessed. OPA logs show the following:
