Sandbox fixture added for testing the new Cost Management Release Notes category (renamed from "AI for Cost & Optimization").

New features and enhancements

Added a cost-anomaly alert that notifies a Slack channel when daily spend on a perspective exceeds its rolling average by a configurable threshold. [CCM-9120]

Fixed issues

Fixed an issue where a recommendation could be marked applied even though the underlying resource was already resized manually. [CCM-9104]
